CFR - 2024-25 Changes

These changes have been made in the FMS Spring 2025 release for CFR 2024/2025 and should have been included in the Spring 2025 BETA release made available to Partners. Attached ESS KB, that details from a user perspective the changes but potentially not sufficient detail for technical colleagues.

Likely breakages will be the inconsistency of budget imports based on the old set of CFR valid codes may not be compatible for the new financial year.
